Envision Eugene Comprehensive Plan
Overview
We envision Eugene as a city where future growth is in alignment with the values of the community, supporting the health, wellbeing, and prosperity of all community members.- Envision Eugene Community Vision
The Envision Eugene Comprehensive Plan pursues this vision by guiding the City in its land use planning for future growth within Eugene’s urban growth boundary. The policy direction in the Envision Eugene Comprehensive Plan is based on the community’s vision. It is intended to address the needs and desires of Eugene’s residents, as well as the requirements of Oregon’s Statewide Planning Goals. It is a State-mandated land use plan, adopted by the City to serve as Eugene’s city-specific comprehensive land use plan.

For several decades, Eugene and Springfield shared a common comprehensive plan, the Eugene - Springfield Metropolitan Area General Plan (Metro Plan). In 2007, State legislation required Eugene and Springfield to adopt separate urban growth boundaries and comprehensive plans for the area inside those boundaries. As a result, the City of Eugene adopted its first phase of the Envision Eugene Comprehensive Plan in 2017.
Phase 1: Partially Adopted Envision Eugene Comprehensive Plan
In 2017, Eugene adopted the first phase of a Eugene-specific comprehensive plan, which includes elements that were essential to establishing the Eugene UGB. The 2023 Adopted Envision Eugene Comprehensive Plan replaced regional policies in the Metro Plan with new policies that are specific to Eugene, and includes the following appendices:

Phase 2: Finishing What We Started
Work to complete the Envision Eugene Comprehensive Plan will involve collaboration with boards, commissions, local partners, and the community to develop the remaining policy chapters. A key part of this collaboration is engaging people who have been historically underrepresented in planning processes and those most marginalized by today’s land use system.
This work will continue to build on the strong foundation of Envision Eugene, including the seven pillars and years of deep engagement, with additional outreach and engagement opportunities throughout the process.
This phase will include the following new chapters:
• Chapter 1. Public Involvement
• Chapter 2: Compact Development & Urban Design
• Chapter 4. Housing
• Chapter 5. Community Health and Livability
• Chapter 12. Land Use Map
In addition, staff will develop a Eugene-specific Land Use Map, included in Chapter 12. Land Use Map. This will provide clarity and reduce land use processes for property owners and City staff.
Other chapter updates and supporting documents required for the adoption process will also be developed, including ordinances, legal findings, and amendments to the Metro Plan and Land Use Code.
In Fall 2023, staff are refining project planning, designing the community engagement plan, and conducting best practices review.
Why is the City initiating this work now?
This project was identified in the Housing Implementation Pipeline as a way to ground Eugene’s land use code and housing project work in adopted policy. Phase II is one of the many efforts happening in the City of Eugene to help address needed housing including a Housing Production Strategy, Housing Capacity Analysis, designation of Climate Friendly Area(s), and the Growth Monitoring Program.
In addition, recently adopted State regulations have prompted the City to inventory its buildable land for residential, commercial, and industrial uses and determine if the City has enough land inside its Urban Growth Boundary to meet projected needs. As part of this effort, the City will be evaluating and adopting strategies to ensure that it uses its land supply as efficiently as possible.
These projects will be coordinated closely with the Envision Eugene Comprehensive Plan.
