Overview
What is Growth Monitoring?
The City of Eugene is developing a system to efficiently collect growth-related information like population and jobs growth, the amount of housing being built, and the status of the city's adopted undeveloped land supply since it was inventoried in 2012. Knowing how fast Eugene is growing and the rate of development will help determine if additional strategies are needed to grow more compact (e.g., development incentives or increased density) or to grow the land supply by expanding Eugene's urban growth boundary. The goal is to have growth-related data that is complete and relevant to the community’s future needs such as those identified in the 2012 Envision Eugene Recommendation. Regularly assessing the effectiveness of growth management strategies and identifying growth trends enables the City to be in a better position to address changing needs or unforeseen circumstances. Policies establishing the growth monitoring program were adopted in the Envision Eugene Comprehensive Plan (see the Administration and Implementation chapter) along with the urban growth boundary in 2017.
What's the status of the Growth Monitoring Program now?
Over the past several years, the primary focus for City staff has been working to collect and verify growth and development data since 2012, the beginning of our monitoring period. This included developing and testing the software to compute, display, and analyze the data, as well as developing charts and graphics for reporting and review by the Envision Eugene Technical Advisory Committee (EETAC). The EETAC has been meeting regularly since 2018, providing feedback to staff on monitoring data and most recently on drafts of the monitoring reports linked below.
Reports
There are two types of growth monitoring reports which are intended to provide monitoring snapshots that compare current data to adopted assumptions. A comprehensive report is required every five years and includes more data, trend information, comparisons to other cities, analysis, and detailed data appendices. An annual report is intended to keep tabs on the key data needed for urban growth boundary planning (such as if a new population forecast has been issued for Eugene), look for potential trends of concern, and keep data collection up to date for the next comprehensive report.
2022 Annual Report (New!)
The first Annual Report 2012-2022 includes updates to key data for monitoring Eugene's growth and preparing for urban growth boundary planning. Comprehensive Growth Monitoring Report 2012-2021
The first Comprehensive Growth Monitoring Report 2012-2021 pulls all of the monitoring metrics together, including information on U.S. Census data, population and employment growth, building permits, and the methodology for updating our inventory of buildable lands. The full report and appendices are organized to provide different layers of detail depending on the reader's interest. The report document includes an executive summary and topic specific snapshot summaries of the data gathered, while the appendices document goes into deeper detail with more data and data sources. The Growth Monitoring Comprehensive Report 2012-2021 was presented to and accepted by City Council at their June 8, 2022 work session.

What's Happening Now vs. Later
Later
After publishing the Comprehensive Report, subsequent work has included revising databases and charts to reflect the recently adopted middle housing terminology and developing the first annual monitoring report (for the reporting year 2022). Work will continue on developing an on-line data dashboard for community access to key monitoring information, as well as additional chart development. Following that, additional work includes identifying metrics for "qualitative" data that is more subjective in nature and related to the experience of Eugene's residents as the community develops.
Reporting Schedule
- Yearly- Beginning after review of the first comprehensive monitoring report in 2022, the program will begin annual reporting of key data likely in the spring of each year for data from the previous year.
- Every 5 years- Comprehensive reports will occur thereafter every five years or as needed.
City Staff are working with city partners and the Envision Eugene Technical Advisory Committee (EETAC). These groups are comprised of technical experts, community members, and representatives from City Boards and Commissions. The EETAC was appointed by the City Manager and began meeting in October 2018. The group represents a range of voices in the community and will provide feedback to staff on technical-related issues. The foundational ideas behind the program were developed in conjunction with the Technical Resource Group (TRG) in 2015. The monitoring reports will also be provided to the Planning Commission and City Council.
- Key Questions and Data: This work in document was updated in March 2021 and includes the key high level questions and data to be collected through the program. This document will be updated over time as the program adapts to changing trends and needs. The program also collects other data.
- Draft Growth Monitoring Program Framework: Includes program specifics such as goals, partners, key data, collection, reporting, and program evaluation (Attachment A to October 15, 2015 Planning Commission agenda packet).
- Buildable Lands Inventory: Adopted in 2017 as part of the Envision Eugene Comprehensive Plan, this is the City’s adopted 2012-2032 inventory of land supply. As part of the monitoring program the BLI will be updated in 2020 to see how quickly our land has been developing.
Current Projects
Middle Housing: The Middle Housing Code Amendments project implements House Bill 2001, legislation that requires large cities in Oregon, including Eugene, to allow middle housing (duplexes, triplexes, fourplexes, rowhouses, and cottage clusters) to be built in all neighborhoods. This legislation is intended to increase our housing supply and allow for more housing types of all shapes and sizes in more places. Future growth monitoring reports will track how many of Eugene's new dwellings are middle housing types, measuring the success of these code amends.
Urban Reserves: Is an ongoing project to identify potentially developable lands outside of the urban growth boundary (UGB) to accommodate and plan for up to 30 additional years of population growth beyond what the UGB is planned to accommodate. Future growth monitoring reports will help inform how quickly Eugene will need to expand its UGB into urban reserve areas.
Earlier Projects
Envision Eugene: Is Eugene's Comprehensive Plan that expanded the UGB in 2017 and forecasts how Eugene will grow over the next 20 years (2012-2032). Envision Eugene: Vision to Action is the set of four documents that present the outcome of the Envision Eugene process and complementary ways to make the community vision a reality:
- The Community Vision explores the history, the values, and the goals that inform how Eugene should grow. The seventh pillar lays a strong mandate for the Growth Monitoring Program.
- The Comprehensive Plan is the state-mandated land use policy plan for the City of Eugene. Policies in the Administration and Implementation chapter of this document establish core elements of the Growth Monitoring Program. An appendix to the Comprehensive Plan is the Buildable Lands Inventory, the City’s adopted 2012-2032 inventory of land supply.
- The Urban Form Plan presents both local context and best practices to guide and inform the built environment in Eugene. The plan itself does not address the Growth Monitoring Program specifically. However the program will include means to evaluate whether development is achieving Envision Eugene’s quality of life or livability goals and outcomes, some of which are directly influenced by the guidelines in the Community Design Handbook, such as creating walkable neighborhoods and a beautiful downtown and key corridors.
- The Action Plan lays out specific steps to achieve the goals of Envision Eugene. The Growth Monitoring Program, as an ongoing program to support all actions taken, is presented in detail within the Action Plan. The Planning Commission reviewed the draft Action Plan (monitoring program starts on agenda package page 131) at their October 19, 2015 work session.
The Envision Eugene technical resource group met from 2011-2016 to vet the data and assumptions used in adoption of the Envision Eugene Comprehensive Plan’s technical appendices including the City’s Employment and Residential Land Supply Studies for 2012-2032 and their associated Buildable Lands Inventories. The monitoring program is an outgrowth of those efforts and will track and report on many of these assumptions.
